1. I wholeheartedly welcome a rational (i.e. reasonable) approach to the problem.

2. I welcome the detailed account of facts (they could have done this much earlier), which gives more exact dimension of the problem, but the problem itself is still a serious one, that of denying education to those children.

3. I still find it confusing and misleading to classify those children simply as visitors or overstayers, and so I find the related Immigration Ordinance irrelevant to the cases.

4. I most welcome a review of the cases and the greater discretionary power given to the Director of Education.
